Establishes the Juvenile Detention Facilities Improvement Grant Program within the Board of State and Community Corrections to provide grants to counties of the first class for addressing critical infrastructure needs in juvenile detention facilities.

Requires eligible counties to prepare a juvenile detention facilities improvement plan describing capital improvements for modernizing housing units, constructing new living spaces, and providing rehabilitative or educational programming in a homelike environment.

Specifies that facility improvements funded through the program cannot result in a net increase in county rated capacity.

Requires the plan to be approved by both the Board of State and Community Corrections and the county governing body before funds are disbursed.

Mandates the board submit a report to the Legislature's budget and public safety committees by January 1, 2025, detailing grants awarded and projects funded through the program.
