Requires the Transportation Agency, Department of Transportation, and California Transportation Commission to incorporate climate and equity goals into program funding guidelines and planning processes beginning January 1, 2025, to the extent applicable, feasible, and cost effective.

Mandates the California Transportation Plan include a financial element summarizing implementation costs, available revenues, and feasibility analysis constrained by realistic revenue projections.

Requires analysis of how state entities are achieving principles from the Climate Action Plan for Transportation Infrastructure, federal Infrastructure Investment and Jobs Act of 2021, and federal Justice40 initiative, including percentage of program funds benefiting disadvantaged communities.

Establishes ten specific transportation goals including rail/transit networks, bicycle/pedestrian infrastructure, zero-emission vehicles, equity for disadvantaged communities, road safety, climate risk assessment, and protection of natural lands.

Third update to the California Transportation Plan due by December 31, 2025, with subsequent updates every five years.
