Extends trauma kit requirements to buildings constructed before January 1, 2023 that undergo modifications, renovations, or tenant improvements of $100,000 or more in a calendar year, or any tenant improvements to places of assembly (effective January 1, 2024).

Requires at least 6 trauma kits be placed in easily accessible containers next to automated external defibrillators (AEDs) in specified occupied structures including assembly buildings (over 300 occupancy), business, educational, factory, institutional, mercantile, and residential buildings (200+ occupancy).

Mandates inspection of all trauma kits every 3 years to ensure materials and equipment are not expired, with replacement of expired or missing items, and immediate restocking after any use of a kit.

Requires property managers to notify tenants annually of trauma kit locations and provide information about training resources from entities such as the Stop the Bleed campaign, American Red Cross, or Committee for Tactical Emergency Casualty Care.

Provides liability protection for persons or entities that comply with the requirements, and exempts health facilities, vacant structures, and Department of Corrections facilities where placement poses safety or security concerns.
