Adds fentanyl to controlled substances subject to additional prison terms when convicted of violating drug sales or possession for sale statutes, with terms ranging from 3 to 25 years depending on weight thresholds (1 to 80+ kilograms).

Requires defendants to have known of the substance's nature or character as a controlled substance to receive the additional fentanyl-related terms under Sections 11351, 11351.5, and 11352.

Authorizes courts to impose fines up to $1 million to $8 million (depending on weight thresholds) on persons receiving additional fentanyl-related prison terms, contingent on finding reasonable expectation of collection.

Applies the same weight-based sentencing enhancements for fentanyl as previously existed only for heroin, cocaine base, and cocaine.

Exempts the state from reimbursing local agencies or school districts for costs, as the bill constitutes a change in crime penalties and definitions under California law.
