Mandates that reimbursement rates paid by managed care plans to public paratransit operators be based on the state Department of Health Care Services' fee-for-service rates for these transportation services, excluding fixed-route transportation.

Clarifies that reimbursement of a passenger's fare does not equal the applicable fee-for-service rate.

Implementation is conditional on obtaining necessary federal approvals and ensuring federal financial participation is available without jeopardy.
