Requires the Department of Justice to provide firearm safety certificate instructional and testing materials in Chinese (traditional and simplified), Tagalog, Vietnamese, Korean, Dari, and Armenian, in addition to existing English and Spanish versions.

Mandates audiovisual materials in all nine languages be issued to instructors certified by the department.

Allows oral administration of firearm safety tests for individuals unable to read, or through a translator for those unable to read any of the specified languages.

Requires test materials to be updated at least once every five years and includes provisions for coordinating with Assembly Bill 1598 if both bills are enacted simultaneously.
