Expands the definition of "firearm" for lost and stolen firearm reporting requirements to include frames, receivers, and firearm precursor parts, effective July 1, 2026.

Applies the expanded firearm definition to Sections 25250-25275 (commencing July 1, 2026) and adds Section 29550 to the list of provisions where firearm includes frames and receivers.

Requires sheriffs and law enforcement chiefs to enter descriptions of lost or stolen firearms (including frames and receivers) into the Department of Justice Automated Firearms System.

Violations of lost and stolen firearm reporting requirements remain punishable as an infraction or misdemeanor.

No state reimbursement required for costs related to creating new crimes or changing penalties; reimbursement for other mandated costs shall follow standard procedures if Commission on State Mandates determines they exist.
