Beginning January 1, 2026, prohibits manufacturing, selling, or distributing cleaning products containing intentionally added PFAS or PFAS at or above 50 parts per million (50 ppm threshold lowering to 25 ppm by January 1, 2027, and 10 ppm by January 1, 2028).

Beginning January 1, 2028, prohibits manufacturing, selling, or distributing floor sealers and floor finishes containing intentionally added PFAS or PFAS at or above 10 parts per million.

Violations are subject to civil penalties not to exceed $10,000 per day for each violation, enforced by the Attorney General, district attorneys, city or county attorneys, or city prosecutors.

Exempts treatments containing PFAS for use on converted textiles or leathers that are listed as Priority Products by the Department of Toxic Substances Control.

Does not impair public agencies' ability to distribute cleaning products through household hazardous waste collection and materials exchange programs.
