Allows bicyclists age 18 and older on two-lane highways to yield instead of stop at four-way stop signs, provided they yield to vehicles that have entered or are approaching and to pedestrians before proceeding.

Requires motor vehicles to yield the right-of-way to bicycles that have properly yielded and entered the intersection.

Mandates a warning citation (rather than infraction) for first-time violations by bicyclists under 18 years old who fail to stop at stop signs.

Requires the California Highway Patrol Commissioner to submit a report to the Legislature by January 1, 2029, analyzing collision frequency, severity, causes, locations, times, bicyclist ages, and bicycle types under the new rules.

All provisions expire on January 1, 2031, with pre-amendment law reinstated thereafter; does not affect motor vehicle driver liability for negligent operation.
