Authorizes courts to order search warrants for firearm removal if probable cause exists that a defendant failed to relinquish firearms, or to extend the relinquishment deadline to 14 days for good cause.

Prohibits law enforcement agencies from selling relinquished firearms (destruction, retention, or transfer only permitted).

Requires Department of Justice to provide local law enforcement and district attorneys electronic access to Armed Prohibited Persons System data for individuals who have not relinquished registered firearms, with quarterly reporting on verification efforts.
