Prohibits state and local government agencies from selling firearms, ammunition, or body armor, effective January 1, 2025, with limited exceptions for law enforcement purchases, licensed dealer resales, curio/relic historical items, and probate/conservatorship sales.

Allows government agencies to sell firearms to law enforcement agencies or licensed dealers who contractually agree to resell only to law enforcement, except for .50 caliber or greater firearms which remain subject to existing regulations.

Exempts sales made pursuant to existing Public Contract Code provisions for peace officer firearm purchases, with restrictions requiring officers to agree not to resell the firearm except by returning it to the agency or bequeathing it to a family member.

Requires firearms relinquished by prohibited persons to be surrendered to law enforcement, sold to licensed dealers, or transferred to firearms dealers for storage within 48 hours (if out of custody) or 14 days (if in custody) of conviction.

Amends firearm disposal requirements to mandate destruction of seized and unclaimed firearms held by government agencies for at least 180 days, rather than permitting public auction sales.
