Prohibits the California FAIR Plan Association from refusing to issue, canceling, or refusing to renew property insurance coverage based on an applicant or policyholder's legal possession of cannabis, concentrated cannabis, or living cannabis plants under Health and Safety Code Section 11362.1

Prohibits the FAIR Plan from refusing to issue, canceling, or refusing to renew coverage based on an applicant or policyholder being or having been a commercial cannabis licensee under Division 10 of the Business and Professions Code

Adds Section 10096.5 to the Insurance Code to codify these protections

Applies to basic property insurance administered through the California FAIR Plan Association, which provides coverage to individuals unable to obtain insurance through normal channels
