California Transportation Commission must convene state agencies to assess procurement and implementation of data, modeling, and analytic software tools to support sustainable transportation, congestion management, affordable housing, efficient land use, air quality, economic, and climate change goals

Commission shall develop a proposal by July 1, 2025 to either procure data and modeling tools and grant direct access to state and local agencies, allocate funding directly to agencies for procurement, or both

Proposal must identify general data sources, desired outputs, and modeling parameters for consistency, and may establish best practices for data use in transportation planning aligned with federal Infrastructure Investment and Jobs Act provisions

State and local agencies receiving grants or data access must submit reports by August 1, 2027 describing their use of the tools for sustainable transportation, safety, active transportation, equity, affordable housing, efficient land use, air quality, or climate change programs

Commission must submit a report to Legislature by June 1, 2028 summarizing how state and local agencies utilized the procured data and modeling tools, with the reporting requirement sunset on January 1, 2030
