Mandates policies include specific information on prevalence of elder abuse, definitions of abuse elements, hate crime recognition, interviewing techniques for persons with disabilities, and emergency protective order procedures.

Requires agencies to investigate all reports of senior and disability victimization without dismissing cases as civil matters, with detailed investigation checklists covering victim safety, scene documentation, medical releases, and separate caretaker interviews.

Establishes accountability measures including chief executive responsibilities, officer familiarity requirements with deviation reporting, policy accessibility in the field, and availability of policies to state protection and advocacy agencies upon request.
