Requires public postsecondary institutions (UC, CSU, and California Community Colleges) to use students' affirmed names and gender identities in records and communications, except when legally mandated to use legal names or government-issued identification.

Eliminates the requirement for graduating students to provide legal documentation to have their chosen name listed as the sole name on diplomas, effective with the 2023-24 graduating class.

Mandates CSU (and requests UC) to implement systems allowing current students, staff, and faculty to declare affirmed names and/or gender identities by the 2024-25 academic year, with community colleges required to do so by 2023-24.

Requires institutions to update student records including transcripts, email addresses, ID cards, and class rosters upon request, without charging higher fees for these updates than standard correction fees.

Designates the requirement as a state-mandated local program for community colleges, making them eligible for reimbursement under the Government Code for associated costs.
