Requires the State Registrar to allow and properly record diacritical marks (accents, tildes, umlauts, cedillas, etc.) on English letters in certificates of live birth, fetal death, death, and marriage licenses and certificates.

Establishes that absence of a diacritical mark does not invalidate vital records documents or affect their legal notice.

Allows individuals with inaccurately recorded names due to missing diacritical marks to request issuance of corrected certificates from the State Registrar upon payment of the required fee.

Permits parties to confidential marriages with names missing diacritical marks to file sworn affidavits with the county clerk to amend the original confidential license and certificate of marriage.

Specifies that county clerks filing amendments shall note the fact and date of amendment on the unaltered original document.
