Requires drop-in childcare centers to obtain a written health assessment completed by the child's authorized representative upon admission if a medical assessment is not available.

Requires parents signing children into drop-in childcare centers to acknowledge in writing that the facility is not required to verify immunizations and tuberculosis testing.

Specifies that no state reimbursement is required for costs associated with this act as it relates to crime definition changes under Government Code Section 17556.
