Exempts activities by the City of Los Angeles and County of Los Angeles from California Environmental Quality Act (CEQA) requirements for affordable housing, low barrier navigation centers, supportive housing, and transitional housing for youth and young adults within their respective jurisdictions.

Requires project sponsors to certify that all construction and rehabilitation workers will be paid prevailing wages as determined by the Director of Industrial Relations, with enforcement available through the Labor Commissioner, worker complaints, or joint labor-management committees.

Mandates that projects with 40 or more housing units must be subject to a project labor agreement covering all construction and rehabilitation work.

Applies to activities undertaken by the City of Los Angeles, County of Los Angeles, and specified eligible public agencies including the Housing Authority, Los Angeles Homeless Services Authority, and Los Angeles County Development Authority.

Expires January 1, 2030, at which time the exemption is repealed.
