Prohibits judicial officers from releasing on bail any person convicted of an offense punishable by life imprisonment without possibility of parole, requiring they be remanded into custody while awaiting sentencing.

Amends Penal Code Section 1272 to exclude offenses punishable by life without parole from post-conviction bail eligibility, though bail remains available for other non-capital offenses at judicial discretion.

Requires bail to be exonerated and any deposited money refunded when a defendant is committed or remanded pursuant to these provisions.

Establishes that if the Commission on State Mandates determines the act creates costs for local agencies, reimbursement shall be made through state mandated local program procedures under Government Code Part 7.
