Expands the definition of female genital mutilation to include any procedure involving partial or total removal of external female genitalia or other injury to female genital organs for nonmedical reasons.

Establishes that religious, cultural, ritual, or customary practice is not a defense to female genital mutilation charges, nor is consent from the minor, parent, or guardian.

Permits evidence that a person removes or facilitates removal of a minor from California to be used as circumstantial evidence in prosecutions for female genital mutilation and related crimes including assault and mayhem.

Designates female genital mutilation as child abuse under the Child Abuse and Neglect Reporting Act, requiring mandated reporters to report suspected cases.

Specifies that no state reimbursement is required for local agencies or school districts as the bill only creates or modifies existing criminal penalties.
