Adds the Governor's Tribal Advisor as a member of the Interagency Council on Homelessness and includes a representative from the State Council on Developmental Disabilities.

Requires council staff to develop and maintain a strategic funding guide and calendar of funding opportunities, with state agencies providing quarterly updates on new or existing funding opportunities.

Requires state agencies administering homelessness programs to submit fiscal and outcome data to council staff by February 1, 2027, and annually thereafter, with council staff making the data publicly available by June 1, 2027.

Defines "fiscal data" as funding sources, budget allocations, obligations, and expenditures, and "outcome data" as information on people exiting into permanent housing and other data elements related to individuals and families served.

Specifies that council staff may collect data only from state homelessness programs with grantees or entities required to enter data into the local Homeless Management Information System.
