Expands the definition of "ticket seller" to include primary contractors and platform operators, and repeals and recasts comprehensive regulations governing ticket sales practices.

Prohibits ticket sellers from advertising or displaying ticket prices that exclude any fees or charges (except government-imposed taxes), and requires all fees to be disclosed prior to purchase without increasing after ticket selection.

Requires ticket sellers to provide printed tickets for "telephone-free events" at the same price as mobile or electronic tickets, and prohibits resale of free tickets obtained using software that circumvents equitable ticket-buying controls.

Limits refund requirements for postponed or rescheduled events to primary contractors only, requiring full refunds upon request within 30 days; all canceled events receive full refunds within 30 days regardless of contractor type.

Establishes violations of ticket seller regulations as misdemeanors and creates civil penalties up to $2,500 per violation, with additional liability of twice the contracted ticket price for sellers who fail to deliver at agreed prices.
