Authorizes the State Water Resources Control Board to require designated sewer systems to contract with board-approved administrators for administrative, technical, operational, legal, or managerial services until January 1, 2029.

Defines "designated sewer system" as a sewer service provider serving a disadvantaged community that either provides inadequate sewer service or has demonstrated failure to maintain technical, managerial, or financial capacity to prevent waste, fraud, and abuse.

Requires the state board to provide notice, conduct public meetings with 30-day advance notice, and allow public comment before designating a sewer system as inadequate or requiring administrator services.

Grants administrators authority to expend funds for infrastructure improvements, set and collect user rates and fees, and cover operation and maintenance costs of the designated sewer system.

Expands the State Water Pollution Cleanup and Abatement Account to fund grants to administrators for sewer service improvements through December 31, 2029, and takes effect immediately as an urgency statute.
