Authorizes licensed physical therapists to register with the Veterinary Medical Board as registered animal physical therapists and provide animal physical rehabilitation under veterinary supervision with an established veterinarian-client-patient relationship.

Allows unlicensed animal physical rehabilitation assistants to assist with delegated rehabilitation tasks under the direct supervision of a registered animal physical therapist.

Requires owners or operators of animal physical rehabilitation facilities to submit a registration application to the Veterinary Medical Board and pay applicable registration fees.

Establishes that the Veterinary Medical Board (not jointly with the Physical Therapy Board) determines qualifications for physical therapists to register and provide animal physical rehabilitation services.

Makes violations of these provisions by physical therapists constitute unprofessional conduct and requires the Veterinary Medical Board to report disciplinary actions to the Physical Therapy Board of California.

Establishes registration fees for animal physical therapists and animal physical rehabilitation facilities, deposited in the Veterinary Medical Board Contingent Fund.

Section becomes operative January 1, 2025, and is repealed January 1, 2026.
