Authorizes minors age 16 or older to consent to buprenorphine treatment for opioid use disorder at physician offices, clinics, or health facilities without parental or guardian consent.

Allows minors age 16 or older to consent to other medications for opioid use disorder from licensed narcotic treatment programs as replacement narcotic therapy without parental consent, but only if expressly permitted by federal law.

Maintains existing authorization for minors age 12 or older to consent to medical care and counseling for drug or alcohol-related problems.

Exempts replacement narcotic therapy in licensed programs from the general minor consent provisions, except as specified for buprenorphine and federally-permitted opioid use disorder medications.
