Authorizes advisory subsidiary bodies to conduct teleconferenced meetings without full compliance with Brown Act teleconferencing requirements until January 1, 2026.

Requires subsidiary bodies using teleconferencing to designate a primary physical meeting location with at least one staff member present, post agendas at that location, and provide public access via two-way audiovisual platform or two-way telephonic service with live webcasting.

Mandates that subsidiary body members visibly appear on camera during open meetings accessible online, except when technologically impracticable due to connectivity issues or display requirements.

Requires the establishing legislative body to make specified findings by majority vote before and every 12 months after the subsidiary body first uses teleconferencing, including that it enhances public access and promotes member attraction and retention.

Requires subsidiary body minutes to list members participating remotely and applies to legislative bodies that serve exclusively in an advisory capacity and cannot take final action on legislation, contracts, permits, or other entitlements.
