Enacts the Highway Greening Act requiring the Department of Transportation to develop a statewide strategic plan to increase green highways by at least 10 percent in urban areas, disadvantaged communities, and low-income communities by 2035.

Defines "green highways" as highway sections improved with green walls, plantings, or hardscaped solid barriers on shoulders, medians, overpass pillars, or sound walls.

Requires the strategic plan to include state and local policies, regional targets for 2030, maintenance strategies, climate resilience measures, and sustainable expansion prioritizing disadvantaged and low-income communities.

Mandates the Department of Transportation submit the plan to the Legislature, Assembly Committee on Transportation, and Senate Committee on Transportation by June 30, 2025.

Part automatically repeals on June 30, 2029 pursuant to Government Code Section 10231.5.
