AB 825 Summary

• Prohibits local authorities from banning bicycle operation on sidewalks adjacent to highways or corridors without Class I, Class II, or Class IV bikeways until January 1, 2031, with limited exceptions.

• Allows local authorities to restrict sidewalk bicycling only in specific circumstances: business districts with safety findings, streets with speed limits of 20 mph or less, unsafe riding speeds or manners, or to require yielding to pedestrians and vehicles.

• Permits local authorities to prohibit electric bicycles on sidewalks regardless of the restriction.

• Requires the California Highway Patrol Commissioner to report to the Legislature by January 1, 2029, on bicycle operation effects including collision data, frequency, severity, location, timing, bicyclist ages, and bicycle types.

• Incorporates conditional amendments coordinating with Senate Bill 50 and Assembly Bill 436 if those bills are enacted simultaneously.
