Adds definitions for "managed wetland," "managed wetland extractor," and "small community water system" to the Sustainable Groundwater Management Act.

Prohibits groundwater sustainability agencies from establishing groundwater extraction allocations for small community water systems serving disadvantaged communities and managed wetland extractors, unless their extraction exceeds average annual usage from 2015-2020.

Requires groundwater sustainability plans to assess and report on water supply and economic impacts to managed wetlands and small community water systems serving disadvantaged communities, including lists of affected systems and wetland acreage.

Prohibits groundwater sustainability agencies from imposing fees on small community water systems serving disadvantaged communities or managed wetland purposes if water use does not exceed the extractor's average annual extraction from 2015-2020.

Exemptions for small community water systems and managed wetlands do not apply to groundwater basins with plans approved by the Department of Water Resources after January 1, 2025.
