Exempts land subject to sectional planning area documents (adopted before January 1, 2019) from surplus land disposal requirements if land was acquired before January 1, 2019 and met specified conditions on that date.

Requires local agencies to submit annual reports to the Department of Housing and Community Development beginning April 1, 2025, detailing disposed land location, units approved and produced, and residential and nonresidential square footage.

Establishes civil penalties for agencies violating these provisions: 30 percent of sale price or fair market value for first violation, 50 percent for subsequent violations.

Requires at least 25 percent of units to be affordable to lower-income households for 55 years (rental) or 45 years (owner-occupied), and minimum density of 10 units per acre with phased nonresidential development relative to residential development.

Section expires January 1, 2034; applies the special exemption to the City of Chula Vista's regional university and innovation district plans.
