Expands the California Health Facilities Financing Authority Act to include residential care facilities for the elderly (RCFEs) as eligible "health facilities" for financing and refinancing projects.

Allows the Authority to make loans and award grants to finance or refinance acquisition, construction, remodeling, and renovation of RCFEs using revenue bonds and the continuously appropriated California Health Facilities Financing Authority Fund.

Changes the definition of "elderly" in multilevel facility provisions from 62 years of age or older to 60 years of age or older.

Clarifies that the expanded definition of health facility to include RCFEs applies only to the financing authority program and does not affect other existing health facility licensing and regulatory provisions.

Makes an appropriation from the California Health Facilities Financing Authority Fund for RCFE projects.
