Commission must submit an Industrial Heat Electrification Roadmap to the Legislature by January 1, 2025 identifying industrial subsectors using heat equipment operating at or below 1,000 degrees Celsius and their locations.

Roadmap shall assess heat electrification feasibility and costs, identify under-resourced community facilities that can be electrified by 2030, and quantify workforce needs for industrial electrification.

Roadmap shall estimate electricity reliability impacts and peak load effects under scenarios where 25, 50, 75, and 100 percent of identified industrial facilities transition to electric heat equipment.

Commission shall identify barriers to industrial electrification and potential state solutions, including incentives for technology development, infrastructure upgrades, demand response programs, and federal funding access.

Commission may consult with the State Air Resources Board to estimate greenhouse gas and criteria air pollutant emission reductions and health benefits from industrial electrification; section repeals January 1, 2028.
