Department of Insurance shall collect data on availability and affordability of insurance for heavy-duty trucks utilizing zero-emission technologies, with admitted insurers required to respond to the first bulletin by May 1, 2024.

Data collections must include information on whether insurers offer zero-emission truck insurance, loss experience per claim, number of vehicles covered, policy-level premiums, and coverage limits organized by truck type and fleet composition.

Department shall publish collected data in aggregate form on its website without identifying individual respondents or insurers, with submitted information remaining confidential and exempt from public records requests and civil proceedings.

Department shall create a consumer-focused online resource tool in consultation with the State Air Resources Board to help the public find insurance options for battery-powered, hydrogen-powered, and other zero-emission truck technologies.

Department shall develop a strategy by January 1, 2025 to address insurance gaps for new heavy-duty truck technologies, including evaluation of establishing a risk pool and assessment of market availability and affordability for zero-emission fleets.
