Establishes an Older Adult Behavioral Health Services Administrator position within the State Department of Health Care Services to oversee behavioral health services for older adults, funded through Mental Health Services Fund administrative dollars.

Requires the administrator to develop outcome and related indicators for assessing behavioral health services for older adults, including metrics on screenings, suicide risk, medication review, housing, social isolation, psychiatric hospitalizations, and emergency room use.

Mandates the administrator report all developed outcome and related indicators to the Mental Health Services Oversight and Accountability Commission and counties by July 1, 2024, with the report posted on the department's website.

Requires the administrator to create a standardized geriatrics training module for behavioral health professionals and county personnel to address cultural, linguistic, ethnic, geographic, and socioeconomic diversity among older adults.

Authorizes the administrator to receive data from other state agencies and departments necessary to develop indicators, subject to existing confidentiality requirements, and to establish advisory bodies to guide indicator selection.
