Requires air districts adopting community emissions reduction programs to consult with other relevant state agencies in addition to existing consultation requirements.

Authorizes the State Air Resources Board to assign program measures to state agencies with appropriate authority if measures fall outside the district's or board's jurisdiction.

Requires assigned state agencies to implement and enforce assigned measures unless they find the measure infeasible at a public meeting or through written declaration by the highest-ranking officer after allowing 30 days for public comment.

Specifies that state board grants to community-based organizations must include funding allocations for committee administrative costs, including translation services, meeting venue, coordination, training, and member stipends.
