Ratifies the tribal-state gaming compact between California and the Redding Rancheria, executed on March 30, 2023, under the federal Indian Gaming Regulatory Act of 1988.

Exempts specific actions from California Environmental Quality Act (CEQA) requirements in deference to tribal sovereignty, including execution of the compact, amendments to it, and related intergovernmental agreements with local and state agencies.

Excludes on-reservation impacts of compliance with the compact terms from CEQA project requirements.

Clarifies that the exemption does not relieve cities, counties, state agencies, or local jurisdictions from other CEQA requirements outside the express scope of the compact.

Declares the act an urgency statute effective immediately upon approval to promote economic development and stability of the Redding Rancheria.
