Extends court jurisdiction over nonminor dependents who reach 21 years of age for the limited purpose of ensuring the county welfare department provides required information, documents, and services.

Requires county welfare departments to verify in court reports that dependent children and nonminor dependents have received specified documents and services, including social security cards, birth certificates, driver's licenses, Medi-Cal enrollment, and assistance with employment and housing.

Allows nonminor dependents over age 21 to continue receiving foster care support, services, and AFDC-FC benefits while the court retains jurisdiction to ensure housing is secured and other transition services are completed.

Adds verification requirements that case plans include specified information about SSI applications, credit reports, credit history, and identification of individuals to assist with postsecondary education applications.

Exempts the state from providing reimbursement to local agencies for costs already covered under the 2011 Realignment Legislation, except for costs above previously funded service levels.
