State Department of Social Services must convene a quarterly workgroup with relevant stakeholders to share best practices and discuss programs and services available to students at institutions of public higher education.

The workgroup shall examine data on student demographics, health, academic performance, and program participation to identify approaches for increasing enrollment in social services programs among eligible students.

The department must identify any required federal waivers or changes to federal or state law needed to implement identified solutions.

Department must submit a report to the Legislature on or before June 30, 2024, and every three years thereafter with findings and recommendations for increasing enrollment in social services programs available to students.

County human services agencies must designate at least one staff liaison to serve as a point of contact with public higher education campuses and develop engagement protocols in consultation with campus representatives and student advocates.
