Requires any person working without supervision on conveyances to be certified as a certified competent conveyance mechanic by July 1, 2025, removing the blanket exemption for private residences but maintaining exemptions for platform lifts and stairway chairlifts in private homes.

Increases work experience requirement for certified competent conveyance mechanic applicants from 3 years to 4 years in conveyance industry construction, maintenance, service, and repair.

Allows supervised work on conveyances at a 1 to 1 ratio for apprentices enrolled in registered elevator apprenticeship programs or for limited mechanics with at least one year of private residence elevator experience who passed the division's examination, with applications accepted between January 1, 2024 and January 1, 2026.

Eliminates exemptions for conveyances in private residences and multiunit buildings serving up to two units, making all residential conveyances subject to the same safety requirements as other conveyances.

Clarifies that the division is not required to conduct inspections of residential conveyances under this chapter.
