Specifies that possession of both valid elementary and secondary administrative credentials is equivalent to possessing a valid general administrative credential for county superintendent requirements.

Explicitly authorizes community care facilities, licensed foster family homes, and foster family agencies to place nonminors who are individuals with exceptional needs alongside children with varying designations and varying needs.

Clarifies that for purposes of the Community Care Facilities Act, references to "child" include nonminor dependents, nonminor former dependents or wards, and nonminors who are individuals with exceptional needs as defined by Education Code Section 56026.
