Requires boards under the Department of Consumer Affairs to expedite and assist initial licensure for active duty military members enrolled in the U.S. Department of Defense SkillBridge program, effective July 1, 2024.

Applies to applicants who supply satisfactory evidence they are active duty members of a regular component of the Armed Forces of the United States and are enrolled in the SkillBridge program under Section 1143(e) of Title 10 of the United States Code.

Authorizes boards to adopt regulations to administer these provisions in accordance with the Administrative Procedure Act (Chapter 3.5 of California Government Code).

Maintains existing expedited licensure provisions for honorably discharged veterans that became effective July 1, 2016.
