Requires personal vehicle sharing programs to obtain a permit or written authorization from airport operators before listing vehicles for rental at airports, effective July 1, 2024.

Prohibits personal vehicle sharing programs from listing vehicles on their platforms unless the vehicle owner certifies that applicable sales and use taxes were paid on the vehicle purchase or that the owner elected to pay taxes on rental receipts instead.

Applies customer facility charge requirements to personal vehicle sharing programs in the same manner as traditional rental car companies, with charges proportionate to services and infrastructure utilized.

Subjects personal vehicle sharing programs to California Travel and Tourism Commission assessments for each sharing or rental transaction that begins at an airport, effective July 1, 2024.
