Requires local agencies to allow entities with underutilized parking (20% or more vacant) to share spaces with the public, other entities, or local agencies if a shared parking agreement is submitted.

Mandates local agencies approve shared parking agreements that include parking analysis using peer-reviewed methodologies (such as Urban Land Institute standards) and secure long-term provision of parking spaces.

Allows shared parking spaces to count toward automobile parking requirements for developments if the sharing entities are on contiguous parcels, within 2,000 feet by walking distance, or connected by shuttle services.

Requires local agencies to notify property owners within 300 feet and hold a public meeting (if requested) before approving shared parking agreements for developments of 10+ residential units or 18,000+ square feet, unless the agency has adopted a shared parking ordinance.

Mandates examination of shared parking feasibility for developments using state or public funds for parking construction announced or awarded after June 30, 2024.
