Requires the Department of Resources Recycling and Recovery to analyze progress toward organic waste reduction goals every 5 years, instead of only once by July 1, 2020.

Analysis must evaluate organics recycling infrastructure development, regulatory barriers to facility siting, and markets for products generated by organics recycling facilities.

Authorizes the department to add incentives or additional requirements to regulations if significant progress has not been made on organic waste reduction goals for 2020 and 2025.

Designates this bill as imposing a state-mandated local program, allowing local agencies to charge fees to recover compliance costs.

Provides that no state reimbursement is required because local agencies have authority to levy service charges and fees sufficient to pay for the mandated program.
