Removes the requirement for probationary employees of evening schools and instead requires adult education program employees to complete 75% of hours constituting a full-time equivalent position to be deemed as having served a complete school year, effective July 1, 2024.

Requires written employment agreements for certificated employees in contracted programs and categorically funded projects to include the expected end date of employment, source of funding, and nature of the program or project.

Excludes teachers of classes for adults from service credit requirements that would otherwise count toward permanent employee classification.

Specifies that the bill's provisions do not apply to school districts with conflicting collective bargaining agreements entered into before July 1, 2024, until those agreements expire or are renewed.
