Clarifies that toll facility operators must enter into agreements with both private and public local emergency service providers upon request to establish terms for toll-free use of toll facilities.

Authorizes authorized emergency vehicles to be exempt from toll payments on vehicular crossings, toll highways, and HOT lanes when displaying proper identification and responding to or returning from emergency calls.

Requires emergency vehicle drivers to determine that using the toll facility will improve response time and delivery of essential public safety services to qualify for the exemption.

Allows fire chiefs, police chiefs, county sheriffs, or agency heads to certify in writing that an emergency vehicle was responding to an emergency, which toll operators must accept in lieu of payment.

Specifies that vehicles returning from emergency calls are not exempt from HOT lane tolls, and requires emergency service providers to provide dispatch records upon request if toll operators question compliance with exemption requirements.
