Health care service plans and health insurers must develop a maternal and infant health equity program by January 1, 2025 that addresses racial health disparities in maternal and infant health outcomes through doula services.

Medi-Cal managed care plans satisfy this requirement by providing coverage of doula services as long as doula services remain a covered Medi-Cal benefit.

The Department of Managed Health Care, in consultation with the Department of Insurance, must collect data and submit a report to the Legislature by January 1, 2027 describing doula coverage and the programs established.

The report may include HEDIS measures or quality of care report cards and assess quality of care, access, and barriers to access.

No state reimbursement is required because any costs incurred by local agencies or school districts result from changes to criminal penalties.
