Repeals Section 42238.053 of the Education Code relating to average daily attendance calculations for school districts operating state migrant housing projects.

Establishes a new $495 award for teachers initiating the maintenance of certification process from the National Board for Professional Teaching Standards when teaching at high-priority schools, effective July 1, 2023.

Requires the State Department of Education to disburse maintenance certification awards directly to the National Board for Professional Teaching Standards, with unused funds applied to future candidates.

Redefines "high-priority school" as a school with 55% or more unduplicated pupils, as determined by the department.

Takes effect immediately as an urgency statute to allow implementation prior to the 2023-24 school year.
