Authorizes the Department of Resources Recycling and Recovery to collect and properly manage illegally disposed hazardous waste and household hazardous waste beginning July 1, 2024, upon legislative appropriation.

Allows the program to address hazardous and household hazardous waste regardless of whether they were codisposed with nonhazardous solid waste, with collection and disposal performed in accordance with applicable law.

Requires the department to annually seek up to $500,000 in reimbursement from the Department of Toxic Substances Control for grants awarded and program costs incurred.

Prohibits the department from expending funds from the Integrated Waste Management Fund for this program in excess of the amount reimbursed by the Department of Toxic Substances Control.
