• Establishes the Youth Reinvestment Grant Program administered by the Office of Youth and Community Restoration to fund nonprofit and tribal organizations implementing trauma-informed diversion programs for youth, with grants ranging from $50,000 to $2,000,000.

• Creates the Department of Justice Violence Reduction Grant Program to award competitive grants for evidence-based, focused-deterrence collaborative programs that reduce violence and gang involvement in disproportionately impacted cities and local jurisdictions.

• Establishes a Trauma Intervention Program grant program within the California Health and Human Services Agency to fund local educational agencies implementing evidence-based trauma interventions for students, with priority given to Alameda, Fresno, Merced, Tulare, Kern, and Los Angeles counties.

• Modifies the School-Based Health Center Support Program by increasing planning grant amounts to $50,000-$100,000 for up to 24 months, facilities and startup grants to $300,000-$850,000 for 3 years, and establishing new expansion and sustainability grants of $150,000-$300,000.
